China welcome to invest in some public works: Wu

TAIPEI, Taiwan -- Premier Wu Den-yih said Tuesday that both Chinese and foreign capital are welcome to take part in bidding for public construction projects that are open to international competition.

The premier made the remarks while fielding questions at a legislative session in which Legislator Lai Shyh bao of the ruling Kuomintang asked whether the government welcomes Chinese capital in BOT (build-operate-transfer) projects — in which private contractors build and operate an infrastructure project for a certain period before transferring it to the government.

Lai noted that the Ministry of Economic Affairs announced June 30 the opening of 100 types of Taiwanese industries, ranging from manufacturing to the service and public construction industries, to Chinese investment. But he said that less than NT$200 million from 15 Chinese businesses had been approved as of mid-October and questioned the poor results of such opening.

Wu said that if China is allowed to take part in bidding for every public construction project, it could affect the survival of domestic construction businesses. He also noted that as Taiwan became a member of the Government Procurement Agreement (GPA) of the World Trade Organization in mid-July, it is bound to follow relevant regulations.
