Kaohsiung mulls requiring contractors to hire jobless

KAOHSIUNG, Taiwan -- Kaohsiung Bureau of Public Works Director Wu Hung-mo promised yesterday that his department will consider adding a clause to public works contracts requiring that companies hire more unemployed laborers.

Wu made the remarks in response to a call by Deputy Mayor Lee Yung-teh that companies that win government contracts for public infrastructure projects should be required to hire at least 1 percent of their work force from the ranks of the city’s unemployed laborers.

Speaking at a forum on unemployment hosted by City Councilor Cho Ling-wen, Lee said the plan is aimed at tackling rising joblessness among the southern port city’s laborers.

Lee said the proposal has been put forward in light of Mayor Chen Chu’s strong concerns about the laborer unemployment situation.

Noting that a similar quota requirement for public contractors on the hiring of aboriginal and physically challenged laborers has been in place for several years and has had good results, Wu said his bureau will study and discuss expanding the requirement to include unemployed laborers.
