Someone in Taiwan's government needs to ask why did a fairly new 17 story residential building completely fail in a relatively moderate earthquake!! High-rise Buildings here in California, and Oregon or Washington state don't fail completely in 6.5, even 6.8 quakes. Taiwan, like Japan supposedly were decades ahead of the US in earthquake proofing buildings. Something smells like corruption in building that high-rise.
