TELC to be listed as standard entrance test

TAIPEI, Taiwan -- The Joint Board, College Recruitment Commission (JBCRC) said recently that the Test of English Listening Comprehension (TELC) will be listed as a standard entrance test next year and colleges can decide whether to apply it in their admissions process.

Around 10 percent of colleges will apply the TELC as one of their admissions requirements in 2015 and most of them require level B, which equates with “near understanding,” according to the College Admissions Committee.

However, some top universities refuse to apply the test, including National Taiwan University (NTU) and National Chiao Tung University (NCTU).

NTU Principal Yang Pan-chyr worried that applying the TELC may put students from rural areas at a disadvantage despite the fact that they may get good grades on other tests, said NTU Dean of Academic Affairs Juang Rong-huay.

NTU may take the TELC grade as a reference point and keep adjusting their policy according to the situation, Juang added.

NCTU Admissions Dean Chang Han-ching stated that NCTU decided to consider the TELC a supporting document rather than an entrance requirement. He continued by saying that if the government regulated other English examinations as requirements for admission, NCTU will also consider following the rule.

University Admissions Committee Dean Jan Chyan-deng said that the percentage of colleges applying for the TELC test is not high because they are afraid that they may lose some good students because of the standard. In addition, Jan also stated that it's not easy for colleges to decide which level of the TELC should be set as an entrance requirement.
