EPA encourages manufacturers to reduce packaging

TAIPEI, Taiwan -- The Environmental Protection Administration (EPA) encouraged manufacturers and consumers to consider the green movement of packaging reduction at a press conference in Taipei, yesterday.

Since the announcement of the Excessive Product Packaging Restrictions by the EPA in 2006, there have been 23 manufacturers — with 52 products in total — that have agreed to reduce the amount of packaging they utilize, according to the administration. From 2010 to 2013, the restrictions have saved 8,046 metric tons of unnecessary packaging.

The EPA currently has jurisdiction over five major categories of products, namely pastry gift boxes, wine gift boxes, cosmetic gift boxes, processed food gift boxes and CD boxes for computer software.

Huang Guo-zhou (黃國洲), chairman of the Package Design Association, said at the press conference that the Excessive Product Packaging Restrictions forbid products to include more than three layers of packaging and promotes the minimization of volume of packaging. He also said Taiwanese manufacturers should learn the concept of “green packaging” from international companies.

Yang Jia-zhang (楊佳璋), counseling director of Taiwan Graphic Design Association, said at the press conference that the three main methods to improve packaging reduction efforts would be to have new designs, new materials and to include composite materials.

The EPA said for the green movement of the Excessive Product Packaging Restrictions to reach its full potential, the government would need to popularize the movement, manufacturers would need to cooperate with the endeavor and consumers would need to support it.

The EPA also said they offer tutorials for manufacturers and companies that want to collaborate on the green movement of the Excessive Product Packaging Restrictions. They said they believe through time, small details like the reduction of packaging will greatly help the environment in the long run.
