Control Yuan tasks NCC to report on high cellular costs

TAIPEI, Taiwan -- The Control Yuan's Committee on Transportation and Procurement Affairs yesterday tasked the National Communication Commission (NCC) with providing a report explaining the currently exorbitant prices charged for cellular to landline voice calls by telecom carriers.

Although the Control Yuan did not reprimand the NCC, it asked the regulator to provide a thorough review of current practices employed among Taiwan's telecom carriers.

According to the Control Yuan committee, overpricing is rampant among local telecom operators and needs to be lowered. The committee found that certain companies charge more for a local cellular to landline phone call than long distance calls to the U.S. Despite an average decrease by nearly 60 percent in 2011 in the price of cellular to landline calls, the committee found that in most cases, the discounted rates are only applicable to subscribers using the older second-generation (2G) network and is limited to specific time slots.

The Control Yuan committee, led by member Yang Mei-ling (楊美鈴) stated that in the interest of the public, telecoms carriers must provide full disclosure to subscribers. Specifically, the committee asked for comprehensive information about promotional contract offers, and the list of eligible handset models must be included in subscribers' contracts and the company's client service charters.
