Old academic papers to be filed electronically: education minister

TAIPEI -- The Ministry of Education will allocate budget for the electronic filing of academic theses and dissertations published prior to a draft amendment to the Act Governing the Conferment of Academic Degrees, Education Minister Jiang Wei-ling said yesterday.

Legislators across party lines in the committee showed support for the draft amendment, with opposition Democratic Progressive Party lawmaker Cheng Li-chun suggesting that the electronic filing system should include not only all theses and dissertations in the future but also those published before the introduction of the draft amendment.

In response, Jiang said his ministry will allocate funds for creating electronic files of all such documents before the introduction of the draft amendment. However, whether books will also be included in the electronic filing system will need further discussion, he added.

The draft amendment was then passed, requiring that paper and electronic files of all doctoral dissertations, masters theses and professional practice and research reports should be sent to National Central Library for pubic review, although it also stipulates that papers related to confidential information will be partially or fully prohibited from public access.

According to past practice, submissions of paper versions of doctoral dissertations and masters theses, as well as video and audio data, are required to be filed at the library, but not electronic files.
