Amid scandal, MHW axes 8 admin posts

TAIPEI, Taiwan -- The Ministry of Health and Welfare (MHW) yesterday said that eight administrators and assistant administrators of hospitals under the ministry will be removed from their current positions starting from March 4.

According to the MHW, after this personnel reshuffle, there will be no administrators or assistant administrators of MHW hospitals who can occupy their positions for years.

Lin Chin-feng (林慶豐), the head of the MHW's Hospital and Social Welfare Organizations Administration Commission, said that this personnel reshuffle was made according to regulations.

Lin said that these eight people who were removed from their positions had been holding them for more than six years, and among these eight people, Taoyuan Hospital's administrator Hsu Yung-nien, had been holding the position for 18 years.

According to MHW, during the past year the ministry has been receiving reports from the public criticizing the behaviors of some MHW hospital administrators.

“If some administrators and assistant administrators hold their positions for too long, some issues might take place like corruption during the process of purchasing medical equipment,” said Lin.

“Regarding this personnel reshuffle, all administrators have to leave their positions after six years,” said Lin. “And the six-year term does not exclude the previous terms the administrators served in previous hospitals.”

Kuo Chang-fen, the former assistant administrator of Taipei Hospital, said that he proposed to the MHW that the term for serving as administrator to the MHW hospital should be excluded from other terms, but the ministry did not accept his proposal.

Lin explained that this personnel reshuffle is part of medical system reforms, and the commission has to carry out the regulations.

According to the MHW, there were 31 administrators and assistant administrators of an MHW hospital being charged for their allegedly involvement in corruption, and 12 of them have already received sentences.
