Registration is now in progress and will be open until April 7, RTI said Saturday.
RTI has been hosting the speech contest annually for foreign residents in Taiwan since 2004 but this is the first time it has been extended to include those living outside of Taiwan.
The competition this year will take the format of role-play, using various performing arts skills to depict a profession, RTI said.
For the first time, the contestants are required to submit a preliminary video for audition. The finalists will then be invited to compete in person in Taiwan.
In addition, quizzes will be part of the finals for the first time, to test the contestants' Mandarin proficiency.
According to Hanguang Education Foundation, a co-organizer of the contest, the 20 people who make it to the finals this year will also be eligible to enter a poetry recital competition that offers a top prize of NT$30,000.
