The 24-year-old, who was the world's No. 1 between 2011 and March 2013, hit five birdies on the 5th, 7th, 12th, 13th and 15th holes at the Columbia Edgewater Country Club, after bogeying on the 1st hole.
It was the first time since June that Tseng avoided elimination before the third round of an LPGA tournament. She has finished in the top 20 only once since late February on the LPGA Tour and is currently ranked 15th.
At the Safeway Classic, Thai golfer Pornanong Phatlum took the lead with a two-day-combined 14-under 130, followed by world's No. 3 Suzann Petersen of Sweden.
Taiwanese Amy Hung and Candie Kung were both eliminated after round two of the US$1.3 million event.
