The incident happened around 9 a.m. in the northbound lanes at the 88.6 kilometer mark, according to a report from the Hsinchu County Fire Bureau.
The medium-sized bus rear-ended a truck after the latter suddenly braked to avoid an overturned vehicle in the outside lane of the freeway, the report says.
The bus driver suffered bone fractures from being caught in the wreckage of the two vehicles. The 12 passengers had only minor injuries, while the drivers of the other two vehicles were unharmed.
The group of 12 tourists, all of whom came from Shenzhen in China's Guangdong Province, arrived in Taiwan three days ago for a one week visit.
