Forty percent of factories fail safety inspection: labor dept.

The China Post --The Department of Labor Inspection (DLI) under the Council of Labor Affairs announced that roughly 40 percent of the 2,126 factories inspected lacked appropriate labeling of hazardous material and safety education. The department has urged factories to make appropriate adjustments or penalties could be levied from NT$30,000 to NT$150,000 if they do not pass a second inspection.

Among the inspected factories, 609 factories — a total of 28.6 percent — failed to label, separate and classify containers with hazardous chemicals; 386 factories- — a total of 18.2 percent — failed to make a list of dangerous substances used in the factories; and 332 factories — a total of 15.6 percent — neglected to conduct a dangerous-material safety seminar for workers.

As a recent explosion killed 50 people at a factory in India, the council emphasized the importance of safety for factories in Taiwan. In previous inspections, the council listed 2,151 dangerous material products in factories that were obliged to acknowledgement possession of explosive substances — nitroglycerine and gunpowder, flammable liquids - as well as gasoline, turpentine and highly toxic materials such as cyanide.

The council has put into effect efforts to promote the safety of workers in high-risk factories since 2008, including implementing dangerous-material safety policies in accordance with the Globally Harmonized System of Classification and Labeling of Chemicals (GHS), building a Mandarin version of the GHS website, and providing related information on the protection of worker's safety.
