Bullying problem may be worse than feared: MOE

TAIPEI--Although Taiwan recorded over 800 cases of school bullying last year, the problem may even be more serious than the number indicates because schools often ignore cyber bullying and emotional abuse, a Ministry of Education official said Saturday.

The ministry broadened the definition of school bullying earlier this week to tackle the issue.

It required schools to report any cases of continuous physical, verbal or psychological aggression by an individual or a group against others or to report behavior that affected other students' performances or created an unfriendly or even hostile atmosphere on campus.

The schools were also asked to form a task force to handle bullying cases within three days after reporting them to the ministry.

Of the 855 cases recorded last year, the majority of reports involved physical abuse because they were easier to identify, Hsu Wen-chuan, an official at the ministry's Department of Military Training Education said.

In contrast, cases of cyber bullying were often neglected because the victims did not have apparent physical wounds, she said, and when teachers finally realized what was happening, the victims were already on the verge of having a nervous breakdown.

Emotional abuse is common among schoolchildren, she said, and teachers, parents and students themselves should help uncover it and offer more assistance to the victims.

Improving social welfare in the country is also important because the majority of school bullying targets come from disadvantaged families, Hsu said.

It won't go away because it would mean making an effort that is systematic, and that means money. Everyone wants to think they are a good person, but they don't want the hassle...just the easy life.
Currently, if a teacher is not teaching, schools do not have any rules in place and if they do, they don't enforce them to monitor and supervise behavior of the minors in their charge. Ensuring an orderly and safe environment only happens during class, and at the beginning and end of school. Between those times, there are many gaps schools administrations rather explain away as trivial. Bullying students outside of school is because they get away with it in school.

If we could not stop bullying in Legislative Yuan, both legislators against legislator or legislators against government employees, how could we expect hostile atmosphere to disappear on campus. A well-fed and well-educated legislator should act like a model of our society, shouldn’t he (she)?
