Executive Yuan denies plan to use executive order over beef

Spokesman of the Executive Yuan Hu Yu-wei (胡幼偉) yesterday reiterated that the beef bill will not be enforced by executive order. The Executive Yuan is obliged to respect the outcome of the Act Governing Food Sanitation (食品衛生管理法) amendment vote expected to happen on Wednesday, he stated.

In response to Kuomintang (KMT) Secretary-General Lin Join-sane's (林中森) statement about enforcing the bill through executive order, Hu explained that Lin has been under much stress in communicating with different parties about the beef bill recently. The secretary-general wanted to voice the administration's eagerness in passing the bill, Hu added.

Hu said that there was mutual agreement at a cross-party meeting in February that executive order could not be enforced unless amendments were made to the Food Safety Act. This includes clauses such as setting the acceptable level of the residues in meat, labeling ractopamine-injected meat, differentiating beef and pork policies and banning imports of beef delicacies, according to the Executive Yuan.

Hu emphasized that regulations and legislation must be discussed in order to ensure the safety of the people. For instance, sellers will need to inform consumers of the levels of ractopamine residue when they purchase beef products, which lawmakers will regulate.

The beef bill and stock gains tax amendment votes will take place on July 25.
