Gang arrested for violent debt collecting methods

The China Post news staff--The Criminal Investigation Bureau (CIB) uncovered a gang that collected debt by threatening debtors with weapons in Northern Taiwan yesterday.

Seven gang members from a branch of the Bamboo Union were arrested yesterday for collecting debt via potentially fatal measures that caused debtors great physical and psychological trauma.

According to the police, this gang advertised itself as an investigative agency that could "quickly and effectively" gather debtors' information and collect debts. The gang was organized into two subgroups: an investigation group which located information of debtors by illegally acquiring their census registers, then setting up satellite tracking devices and audio-monitors. Then the information would be passed on to the collection group, which would not only verbally threaten debtors, but also harm debtors with guns, hammers, and knives.

The police say that victims of these violent debt-collecting methods, who were deeply traumatized, usually paid back their debts along with inappropriately high interest rates.

Directed by Prosecutor Kao Wei-chun of the Taipei District Prosecutors Office, police teams from the CIB discovered tasers, knives, promissory checks, IOU's, and a notebook with accounts of debt collections recorded, and arrested seven gang members yesterday.

The gang members were sent to the Taipei District Prosecutors Office on suspicion of organized crime, intimidation, injury, and offenses against Controlling Guns, Ammunition and Knives Act. The police had expanded the search based on the evidence acquired, and will keep looking for those gang members still on the run.
