Health insurance public discussions to be held

TAIPEI, Taiwan -- Health Minister Yaung Chih-liang announced yesterday that public hearings will be held to discuss government proposals to reform the national health insurance (NHI) system.

Discussion will center around the structure of a proposed new insurance mechanism, drug prices, financial expenditure and copayments, Yaung told reporters while answering questions on a package of draft amendments initiated by the Department of Health.

The Legislative Yuan will screen the controversial bill in December. Yaung, who has vowed to have the second-generation NHI system implemented, said he is worried the bill will be shelved again after failing to clear the legislative floor in an extra session in late August.

Yaung's department will hold 12 public hearings to learn the public's view on the proposals, he said.

Chu Tong-kuang, deputy convener of the department's task force on insurance premiums, said he hoped the meetings could resolve controversy over whether or not to include income generated from financial markets or real estate trading when calculating household income, which is then used to determine premiums.
