The committee decided to unfreeze the NT$120 million budget after it was given the assurance that the Department of Health's (DOH's) plan to set up a medical center in the park to attract international medical tourism had been suspended. Legislators were worried that the DOH's proposal to recruit businesses to develop medical tourism would have put profit before medical research. According to a DOH official Huang Kun-chang, translational research can broadly include research on genetic protein and stem cells, and the development of new drugs, medical equipment and reagents. The focus will depend on which biomedical or pharmaceutical companies are participating in the work at the park, he said. The NSC will establish a research and development center in the park, while the Ministry of Economic Affairs will build an industry incubator center, and the DOH plans to set up a hospital, he said.
