Updated Friday, March 19, 2010 9:50 am TWN, CNA Cabinet passes draft of non-profit organization lawThe draft stipulates that salaries and compensation for the chairmen, board directors and supervisors of government-established or government-financed non-profit organizations should be screened by the organization's board of directors before the payment plan is referred to its supervisory agency for final approval. The Executive Yuan enacted the draft statute after some legislators complained last year that the salaries paid to chairmen and other key figures in government-established non-profit organizations were suspiciously high. Meanwhile, according to the draft statute, chairmen of government-financed non-profit organizations work full-time jobs, so are entitled to full pay. However, according to the draft, board directors and supervisors of government-financed non profit organizations only work part-time, so should only be paid according to the amount of work and time they put in. The draft stipulates that government-financed non-profit organizations should exercise fairness and universality when giving away prizes, scholarships or donations, and that the amount of such payouts should not exceed 10 percent of the organization's annual expenditure. The supervisory agency of the organization should also have the right to fire a board director or supervisor if he or she is convicted of certain crimes, according to the draft statute.
