ECFA will need ratification: President Ma

President Ma Ying-jeou said yesterday that the government will report the negotiated contents of the Economic Cooperation Framework Agreement (ECFA) across the Taiwan Strait to the Legislative Yuan before the pact is signed, and will send the accord to the legislature for ratification after it is inked.

Ma made the remarks at the closing ceremony of the National Congress of the ruling Kuomintang (KMT) in his capacity as chairman of the party. He was officially sworn in yesterday morning as the new head of the ruling party.

The new KMT chairman said that as the new Cabinet headed by Premier Wu Den-yih is positioned as an “action Cabinet,” the KMT will march forward as an “action political party” to become a party that can respond rapidly to requests from nationals and is worthy of the public's trust.

As the government and the ruling party are closely connected with each other, the KMT will make all-out efforts to support and assist the government administration, according to Ma.

He stressed that as has been publicly announced by Premier Wu, any cross-strait pact related to the labor should be in the interest of the nation, win support from the public and be supervised by the legislature. Accordingly, Ma continued, before the ECFA is signed, the government will report the pact to the legislature to publicize the impact and benefits the ECFA will bring to Taiwan, and after the pact is inked, it will be submitted for ratification by the parliament.

Ma said the year-end three-in-one elections are just a little more than one month away, and the KMT will mobilize all the possible resources and utilize all legal means to win the elections and further cement the position of the KMT as a ruling political party.

Also yesterday, Premier Wu told reporters that as it is an increasingly inevitable trend for both sides of the Taiwan Strait to sign the ECFA, the government will work hard to maximize the benefits of the pact to the nation and the people, and minimize the impact of the agreement.

Wu said the government will take care of the interests of most industries and people when signing the ECFA with China, and will move to mitigate the adverse impacts of the pact.
