All foreign chiefs or deputy chiefs of mission attended the fair, which was expected to raise a fund for the relief of victims of the Flood Disaster of Aug. 8. “As he had another important engagement, the minister could not attend the bazaar,” Chen said. Hou Ching-shan, vice minister of foreign affairs, opened the fair instead.
