Nine hotels also listed limitations on workday or holiday uses of their coupons. These practices violated the regulations on standardized contracts that forbid the limitation of the location and scope of usage. The coupons that are purchased items should therefore be regarded as cash, the foundation said. According to the Department of Transportation and Communications' regulations, standardized contracts such as coupons issued by hotels should be printed with information such as the issuer's name, address, Uniform Business Number, the name of the person-in-charge. The regulations for hotel issuers will come into effect by next April. The contract should also include information such as the face value of the contract or the category and number of use, issuing number, terms of use, the responsibilities of the issuer to honor the contract and the hotline for complaints on consumer disputes. On the other hand, the issuers should not enforce unreasonable limitations such as deadlines for use, additional charges, restrictions on the location and the scope of use, or the voiding of contracts due to damage.
