Updated Tuesday, January 19, 2010 9:57 am TWN, CNA Yunlin Institute to build character and teach EnglishThe Yunlin Character & English Institute (CEI) , fully sponsored by the HTC Education Foundation, will use unused classrooms at Yunlin Elementary School to offer all fourth graders in the south-central county a five-day English and character-building training program for free, beginning in September. The HTC foundation will spend at least NT$100 million over the next 10 years on the program to cover the cost of facilities, training materials, teachers, and transportation and board, according to the memorandum of understanding signed by the Yunlin County government and the foundation. The HTC foundation established the nation's first CEI in eastern Taiwan's Hualien County in 2008, providing character-building and English enhancement programs free of charge to fourth grade students from around the county. HTC Education Foundation Chairman H.T. Cho said the foundation hopes its initiative in Yunlin will be able to repeat the success it had in setting up the CEI in eastern Taiwan's Hualien.
