Meanwhile the number of babies born within wedlock accounted for 96.8 percent or 18,782, while the remaining 3.2 percent or 621 were non-wedlock newborns and abandoned babies. The firstborn babies accounted for 56.71 percent of the total, reaching 11,003. In terms of the age of puerperae, those aged between 30 and 34 commanded the largest portion o 45.83 percent to reach 8,892, followed by those aged 25-29 with 24.64 percent or 4,781. And the average age of puerperae hit a record high of 32.1 in 2009, up 0.2 years from a year earlier. Compared with 2008, the number of registered newborns in 2009 posted a decline of 6.22 percent or 1,288. And the ratio of babies born within wedlock edged up 0.02 of a percentage point. Taipei City Government has launched a new program designed to encourage birth of new babies by easing financial burden of young couples. In related news, statistics compiled by the Department of Civil Affairs under the Taipei City Government showed that the number of population in the city amounted to around 2.6 million in 2009, the lowest level in 10 years, including 1,260,450 males and 1,346,978 females.
