According to the newspaper, Huang was charged with theft, but jumped bail and went into hiding in 1997 before his trial started. Crimes that warrant no more than five years in prison are prosecutable only within 10 years of their occurrences. The court added two more years to the 10-year prosecution deadline in Huang's case in line with a ruling by the Council of Grand Justices concerning a related law.
