According to the regulation of Taipei Railways Administration, each person can book at most six tickets in a day whether using on-line or voice booking system. Su used his girlfriend's ID card number and ordered 12 round-trip tickets from Taipei to Hualien on March 13 to 14 without her acknowledgement. After receiving the order code from the Web site, Su later went to the Taipei railway station picking up tickets.
