Updated Tuesday, February 17, 2009 4:57 pm TWN, The China Post news staff Yangmingshan flower festival starts FridayA fourth of the approximately 2,400 cherry blossoms on display at the festival, which will last from February 20 through March 22, have already bloomed due to unusually warm temperatures this year, the United Daily Evening News reported. During the festival, controls barring uphill traffic on the main Yangteh Boulevard have been extended to 6:00 a.m. to 4:00 p.m. while downhill traffic controls will be in place from 2:00 p.m. to 6:00 p.m. During these times passenger cars without Yangminshan residential permits will not be allowed on Yangteh Boulevard. Parking space will be limited to Yangminshan parking lots 1 and 2. The lot adjacent to Huazhoung plaza has been closed since February 2nd to accommodate decoration works and limited to handicapped parking only. Those lucky enough to find a space will find increased parking rates of NT$60 per hour from 7:00 a.m. to 7:00 p.m. According to Yan Chun-cheng, director of the Yangminshan office of the Taipei City Parks Administration, these measure are meant to encourage the use of public transportation and to alleviate traffic congestion during the festival. Yan said extra shuttle buses will be provided in addition to the daily public transportation available to and from the grounds of the festival.
