Man delays 2 hours to call cops for hanging person

TAICHUNG, Taiwan -- A cleaner found a man hanging himself at an outdoor pavilion at 4:30 a.m., Nov. 8, in Taichung County, but was too much in shock to rescue and waited over two hours to call the cops. By the time paramedics arrived, the suicidal man had been long dead.

The cleaner, surnamed Lin, was passing along a deserted road in the early morning hours when he discovered that someone seemed to be hanging inside of a pavilion alongside the road.

Lin admitted it was his “first time to see someone hanging, I was so scared and didn't know what to do.”

Too petrified to approach the pavilion, Lin lingered in the vicinity until someone came along at 6:50 a.m. and lent him a cell phone to call the police.

By the time officers arrived, the man had already suffocated to death. The deceased, surnamed Tsai, 59, had first attempted suicide by carbon monoxide from car exhaust on Nov. 2, and this time, chose to hang himself. Tsai tied a rope around his neck, and kicked the wooden chair out on which he had been standing. However, the rope he used was too long, and his feet could still touch the ground. He suffocated nonetheless, which police said showed how determined he was to end his life.

Tsai was a jobless man living with his wife and two daughters. His wife told police it may have been financial problems that drove him to commit suicide.
