Man charged with murder in fatal DUI collision

A man in Nantou County was indicted by prosecutors yesterday and may face life imprisonment or the death penalty if convicted of murder charges for allegedly driving into a motorcyclist while drunk and then turning back to run over the victim again in early May.

According to prosecutors, Hung Rong-hsiang (洪榮祥), 24, rear-ended motorcyclist Liao Jin-chuan (廖金川), 78, at around midnight in Nantou's Tsaotun Township (草屯鎮) on May 4. Instead of stopping to check on Liao, Hung allegedly accelerated and drove away.

As the accident caused a great amount of noise, many passers-by gathered, some to check on the injured Liao in the middle of the road — and realized that he was still conscious and breathing, while others helped direct traffic and set up cones and barriers to prevent other vehicles from running into the accident scene.

Three minutes later, Hung drove back. Disregarding passers-by's signals and warnings, Hung allegedly accelerated and drove his vehicle into the traffic cones, sending them flying into the air, then aimed at Liao's head. Hung's vehicle — specifically the left front wheel — crushed Liao's head at a speed of 40 to 50 kilometers per hour. Hung altered his vehicle's angle, and the right rear wheel of his vehicle ran over Liao's body, pressing and dragging it along, causing serious trauma.

According to prosecutors, Hung again sped away after causing fatal trauma to Liao. When the police tracked him by his vehicle's license plate number, Hung was found to have a blood alcohol level as high as 0.69 milligrams.

Hung Not Repenting: Prosecutors

Hung attempted to explain away his running over Liao with reasons such as he was "drunk and had no recollection of doing so," "failing to see clearly due to the absence of his glasses" and "had not been able to slam the breaks quickly enough and accidentally ran over the old man."

Prosecutors ruled that the defendant's denial of intentionally running over Liao indicated that he was not repentant, and yesterday he was charged with murder and faces life imprisonment or even the death penalty if convicted, yesterday.
