As part of the plan, a special trade and investment district will be set up in Kaohsiung City to attract foreign investment, Hu said. Among the 90,000 small and medium-sized enterprises (SMEs) in Kaohsiung, 10,000 of the best ones will receive government assistance to improve their management capabilities, he said. In addition, a “Business Incubation Center” will be established to encourage young people to start their own business or to find work in the city, he said. Kaohsiung Magistrate Yang Chiu-hsing, who is running as an independent for mayor of the greater Kaohsiung municipality, has also announced plans to travel to Singapore, saying he will go in September. However, incumbent Kaohsiung Mayor Chen Chu, the DPP's candidate in that municipality, said she has no such plans and that Kaohsiung has its own characteristics.
