The survey found that the city’s population had grown by 12.1 percent, or 54,000 people, over the past five years, faster than anywhere else in the country, bringing its total population to 500,000. The survey also discovered that 102,000 more people were living in the city than were officially registered as city residents, a 25.47 percent gap, larger than any other city or county, including Taipei, Taichung and Tainan cities and Taipei and Taoyuan counties. DGBAS officials attributed Hsinchu’s popularity to pragmatic public policies, vigorous industrial and commercial activity, and high-quality employment and education environments. The survey, conducted last November, also found that 7.83 percent of Hsinchu residents work outside the city, a rate higher only than that of Taipei County and considerably lower than the national average of 13.71 percent. On Monday, Hsinchu Mayor Lin Junq-Tzer was awarded by a local media group for his excellent administrative performance that “connects the city to the world.” In the 2008 city/county competitiveness survey conducted by the group, he ranked number one in three categories: “satisfaction with government performance,” “leader’s contribution to the economy” and “city pride.” The Hsinchu Science Park hosts the headquarters of many international high-tech manufacturers, including Taiwan Semiconductor Manufacturing Corp., the world’s largest made-to order chip factory.
