The arrested — two nursing home owners and an employment agent — were referred to prosecutors for further investigation on charges of violating the anti-human smuggling law, the officials said. The law, passed last year, punishes employers who abuse the rights of foreign workers, the officials said; adding violators could be jailed for up to seven years. The Vietnamese women told the immigration investigators that the employers of the nursing home at Fuxing Village had held them under strict control since their employment four months ago. The officials said before the anti-human smuggling law was adopted, such employers could only have been fined under the labor law.
