He made the remarks at a ceremony in which he was conferred with the Purple Star Medal of Honor by Foreign Minister Francisco H.L. Ou prior to concluding his posting in Taiwan. Pereira was referring to President Ma Ying-jeou's "modus vivendi" or flexible diplomatic strategy that favors a moderate and pragmatic approach to expanding Taiwan's international space, and his seeking of a "diplomatic truce" with China to end the long-standing tug-of-war between the two sides for allies. Touching on relations between Taiwan and Paraguay, Pereira noted that the two countries have enjoyed a friendship for 52 years built on the basis of shared values in terms of democracy, freedom and the universal principle of participating in international organizations. The two countries also maintain close exchanges and cooperation in a variety of fields such as economic, social and cultural, he said, adding that he will cherish the friendship of the people of Taiwan forever. Pereira was set to leave the country later the day with his successor yet to be appointed by Paraguay.
