Updated Monday, June 26, 2006 0:00 am TWN, The China Post staff KMT lawmaker accuses Tso of using fake SOGO invoiceWu raised the accusation after Tso showed, at a press conference held last Friday, an invoice clearly indicating that the item purchased was “gift” rather than “voucher” and showing no title of the purchaser, in a bid to clarify that the Sogo vouchers offered by President Chen and First Lady Wu Shu-chen as low-drawing prizes at the 2005 year-end dinner party hosted by Chen were all purchased by the Presidential Office. Tso was forced to hold the press conference to explain the source of the Sogo vouchers as a photocopied list of prizes at a 2005 year-end dinner party hosted by Chen clearly showed that Chen and his wife each contributed NT$60,000 worth of Sogo vouchers as prizes given away to guests at the party in a lucky draw and because Sun cast doubts about the source of the vouchers. But Lawmaker Wu stressed yesterday that according to sources close to the accounting department of the Presidential Office, it’s totally impossible for the accounting department to settle any expense or deal based on an invoice without an official title and with wrong identification of items purchases. Wu said the accounting operations at the Presidential Office are subject to a set of strict screening standards. Under the standards, any invoice won’t be accepted if it fails to bear a clear title of the purchasing unit or if the items purchased are not identical to what are really bought by any units of the Presidential Office. Wu continued that the invoice shown by Tso to indicated that some NT$300,000 worth of Sogo vouchers were purchased by the Presidential Office might have nothing to do with the Sogo vouchers offered by President Chen and Wu Shu-chen as lucky draw prizes at the 2005 year-end dinner party hosted by Chen. He stressed that the KMT legislative caucus would keep pressing the Presidential Office to come up with more detailed explanations on the source of the Sogo vouchers offered by Chen and his wife at the year-end dinner party. Tso was not reached to comment on Wu’s accusation, but the Public Affairs Division under the Presidential Office reiterated that the Presidential Office has kept invoices for all the Sogo vouchers it purchased and that there is nothing illegal in terms of the source of such vouchers.
