As a result, the international community has been more willing to strengthen ties with Taiwan, Ma said, citing as an example the visa waiver agreements Taiwan now has with 126 countries and regions. Such changes involved risk management, the president said. “Minimizing risk while maximizing opportunity” was the principle behind every policy carried out in that area, he added.
