Saying that the local government wants the annual music festival to be "healthy and simple, " the officials said anyone who breaks the ban on the skimpy smalls can be arrested by the police for "violating public modesty." The ban was imposed in the wake of reports that a seller of the garment has recruited models to exhibit and sell the product at the venue of the popular festival, now in its 10th year.
