His job placement was the 6th in 4 years, all arranged through the Measure for the Implementation of Employment Promotion Allowances, which limits temporary job allowance to up to six months, according to the Central News Agency (CNA). Said Wu, he had been unable to function ideally at most available employment due to his handicap, which severely hinders his speed and mobility. In primary school, Wu suffered a stroke as a manifestation of AVM, a rare malformation characterized by the lack of capillaries in areas of the vascular network. Additional strain is therefore placed on the vessels and surrounding tissues, placing them at risk for possibly deadly ruptures. Wu as a child underwent a series of operations that saved his life but left him with poor linguistic memory and limited control of his limbs, neck, and head, which is permanently arched back at a 45-degree angle. After filing a plea for the right to maintain his current position, Wu happened into Su by chance in the workplace and fell to his knees before the director, imploring him for the job. Su was reportedly noncommittal in his response. In the face of media criticism, he said yesterday that he was not ‘cold’ at the time but simply taken aback. Said Wu, he wishes to alleviate Wu’s plight but the law is law and allocates only enough funding for its proper implementation. The DOL said that the temporary employment measure was instituted to provide practical experience for unemployed job-seekers and that it is unlawful to extend an opportunity simply because the petitioner is handicapped.
