Bill approved to allow moped use without license

The Legislative Yuan’s Transportation Committee has approved the examination of a bill that would allow the use of mopeds in Taiwan without a driver’s license.

The mopeds will need to be certified by the government and carry a sticker, according to the bill, which would still need to pass the legislature’s third reading.

The mopeds will not be allowed to go over 25 kilometers an hour and carry a weight of over 40 kilograms.

Legislator Liu Wen-hsiung said the legalization of mopeds will benefit the elderly population who cannot drive motorcyles or cars.

The electic-powered mopeds will also provide a clean means of transportation while helping the domestic moped industry, said Liu.

A moped trade association official said that currently there are around 200,000 electric mopeds in Taiwan, and that the association can assist in the certification process of all of the vehicles.

The bill also says that the inspection standards, inspection methods, model specification, and quality uniformity of the mopeds should be regulated by the Ministry of Transportation and Communications.

MOTC estimates that mopeds will be allowed on the road by the end of this year when the bill clears the legislature.
