Three DPP legislators said the HHHS located in Shilin District has been charging expensive tuitions from students but paid so little to the national coffers. They demanded an investigation into when the profits have gone. Chen Shou-jang, HHHS president, said the school was originated from an orphanage established the government to accommodate orphans whose parents — mostly members of the armed forces — were killed in the wars. But the orphanage won permission from the Taipei Municipal Department of Education to accept students from ordinary families as the number of orphans gradually dwindled in more cent years, Chen said. He said that the school had renegotiated contracts with the National Property Administration under the Ministry of Finance in 2004 to rent the government land for charitable and educational purposes. The school already paid the government more than NT$908,000 for 2005 and 2006 respectively as rent and NT$1.03 million this year. HHHS will pay 3.07 million a year starting from 2008 in accordance with the new contract, Chen said.
