CF sees improvement in speed, quality of 3G telecom networkBy Joy Lee, The China Post TAIPEI, Taiwan -- The quality and speed of the third-generation (3G) network have improved as the result of telecom operators' reinforcement of network constructions, the Consumers' Foundation (CF) announced yesterday.
February 6, 2013, 12:03 am TWN The CF analyzed statistics gathered by National Taiwan University's Department of Electrical Engineering and discovered that the speed of 3G networks provided by major telecom operators have improved from June to November in 2012 compared to the first six months of the same year. The CF said that the 3G network improvement is the result of the increase and expansion of cellular base stations. According to the CF, Taiwan Mobile (台灣大哥大) is ranked number one for the fastest downloading speed with 2.52Mbps, followed by Chunghwa Telecom (中華電信). Even though Chunghwa Telecom was number two on the fastest downloading speed for the greatest number of users increased, the CF said, Chungwa still provides the most bandwidth, 3.9Mbps, when adding Wi-Fi service into calculation. The CF said that FETnet's (遠傳電信) download speed, which was ranked third, has progressed 90 percent. According to the CF, the average download speed of 3G networks has improved by 63.49 percent to 2.06Mbps while upload speed has improved by 76.47 percent to 0.3Mbps. The CF also said that there is still a difference in the 3G network speed between each county and city. Taipei was still ranked first among all cities with a download speed of 2.54Mbps, while Nantou County was ranked last with download speed of 1.28Mbps. The CF said that from the analysis of the statistics, the government should not emphasize scrapping unlimited data plans as a way to increase the quality of the 3G network. It is more important to reinforce the basic network construction in order to completely advance the network's quality. Statistics Conflict FETnet issued a public announcement yesterday that the CF's statistics and the Telecom Technology Center's (TTC) data did not match. According to FETnet, the CF's statistics showed that the average 3G network download speed of FETnet was 1.71Mbps from June to November in 2012. However, the TTC's data showed that FETnet's average downloading speed was 2.98Mbps from May to November in 2012, which was higher than the average number among all telecom operators. The TTC's statistics, according to FETnet, were announced by the National Communications Commission on Jan. 28 with data collected in 2012.
