Vouchers yielded economic, social benefits: MOA report

TAIPEI, Taiwan -- The shopping vouchers issued to all residents in Taiwan following the economic downturn achieved certain effects like boosting corporate revenues, bolstering consumers' confidence, giving timely aid to financial-strapped people, and lifting overall business activities, but the project fell short of attaining preset targets in terms of economic growth.

These were among major findings of an evaluation report released by the Ministry of Audit (MOA) yesterday on the government's injection of NT$82.9 billion in public funds into the domestic market in the form of giving each consumer NT$3,600 worth of vouchers initiated by former Premier Liu Chao-shiuan and the Council for Economic Planning and Development (CEPD).

According to the report, business operations of countless domestic enterprises got a timely boost following the international financial meltdown two years ago.

And the vouchers enabled many underprivileged families to better cope with financial difficulties.

The evaluation report said the unprecedented nationwide project also created the unquantifiable benefit of raising Taiwan's international profile when governments across the world were scrambling to adopt measures to cope with the worldwide economic downturn.
