Liu to take responsibility if voucher program failsLiu made the pledgewhile responding to questions from legislators after delivering a report to the lawmaking body on a special budget plan introduced by the Cabinet for the voucher program. The Cabinet has estimated that the program will help increase the country’s gross domestic product by 0.64 percentage points if all the vouchers are used. Liu said, however, that the policy will be considered a failure if the program’s contribution to overall growth lags below 0.32 percentage points, in which case the Cabinet will assume political responsibility.
