2007 Taiwan White Paper Issues Appeals to the People of TaiwanTaiwan already fails to provide high-tech businesses with reliable, high-quality water and power, and it faces increasing demands that may seriously damage investment and the quality of life of Taiwan residents. Water storage and distribution systems are inadequate, especially in the north, and a startlingly high percentage of sewage goes untreated. AmCham urges the public, and especially high-tech businesses, to join the Chamber in demanding an infrastructure that meets Taiwan’s needs in the 21st century. Upgrade Regulatory Efficiency & Consistency The regulatory environment has deteriorated over the past year. Virtually all businesses complain of inadequate transparency, violation of due process, insufficient consultation with industry, inconsistent interpretations and enforcement, departure from international practices and standards, superfluous regulation, and increases in the number of regulatory agencies governing particular business sectors. AmCham recommends that local business people join the Chamber in insisting that regulators exercise greater discipline so as to upgrade and reform their performance at all levels. Create Legislative Transparency To Reduce Corruption Intervention by legislators in bidding processes, regulatory issues, and law enforcement remains a serious problem. Legislative targeting of individual companies and on-going attempts to dilute Patent Law protections threaten to destroy business confidence. Transparency and the highest standards of performance are vital to all legislative action. Their absence encourages disrespect, even contempt, for legislative processes and for the rule of law. AmCham urges voters to demand transparency in the legislature and to hold their elected representatives accountable for illegal activities. Embrace a Multiparty System of Democracy Taiwan’s highly polarized political environment causes investors to worry about the health of Taiwan’s democracy. Cross-party cooperation continues to be impossible even in areas of absolutely vital national interest, including the economy and self-defense. AmCham urges voters to encourage their representatives to truly embrace a multiparty system that allows flexibility and compromise, and that safeguards Taiwan’s long-term political and economic health. | |||||||||||||
