According to Chang, computer games with sexual and violent content can be easily found on online auctions or in stores.

Chang cited unofficial surveys offered by welfare organizations, saying that over 90 percent of stores publicly displayed or sold video games that were rated R for sexual content and violence.

Despite the Computer Software Rating Regulations under the MOEA, there is no law to punish violators.

The country's top watchdog Control Yuan had issued a warning towards the Ministry of Interior, Ministry of Economic Affairs (MOEA), and National Communications Commission for their negligence of duties.

The legislator proposed an amendment of the Child & Juvenile Welfare Law, rating video games and the raising of fines on offending games.

For vendors offering products that can affect children's mental and social health, Chang also urged raising fines to up to NT$250,000.

Chang said the amendment was a must when she realized how easily a child can be exposed to such content.
