TAIPEI, Taiwan -- Mayor Huang Chien-ching of --izhi City in Taipei County was held incommunicado yesterday for allegedly taking a cash bribe of NT$2 million from a manager of a Taoist temple in the city.

Four other people were also held incommunicado in connection with the scandal, including Chang Han-min, a civic affairs official at --izhi City Hall, Wu Jen-hui, a land documentation agent, Tsai Hong-sheng, manager of the temple, and Liao Yueh-kuei, a realty broker.

Shihlin District Prosecutors' Office said that Tsai managed to obtain compensation of NT$60 million for his part in his temple's land lots being requisitioned by --izhi City Hall, due mainly to Chang Han-min's loosening his screening on the compensation application filed by Tsai.

Tsai then appropriated NT$2 million from the compensation for city mayor Huang Chien-ching in reward for City Hall's approving his compensation application.
