Professor Miau Jiun-jih of NCKU is an expert in aerospace engineering, the science of turbulence, fluid mechanics, aerospace education and energy technology, and he also serves as director of the state-run National Space Organization, while Liu Yuei-an serves as chief of the National Central University Center for Space and Remote Sensing Research.

Since its establishment in Stockholm, Sweden, in August 1960, the IAA has brought together the world's foremost experts in the disciplines of astronautics on a regular basis to recognize the accomplishments of their peers, to explore and discuss cutting-edge issues in space research and technology, and to provide direction and guidance in the non-military uses of space and the ongoing exploration of the solar system.

It members are comprised of 1,200 scientists and scholars from 75 countries and it serves as a technological consultant to the United Nations. The IAA maintains long-term cooperation relationships with many international and regional aerospace organizations, including the International Astronautical Federation.
