Sex offender released on parole recaptured

HUALIEN, Taiwan -- Yang Tsung-yan, a sex offender released on parole in August last year, was captured by the police on Tuesday evening in Sanchung, Taipei, after he committed a series of offenses while on parole and broke an electronic foot bracelet that he was required to wear at all times. Yang was taken back to Hualien Prison to serve out the remainder of his eight-year sentence.

Yang broke into a residence on January 2001 and sexually assaulted a woman inside. He was sentenced to eight years imprisonment and had been held at Hualien Prison. After he was released on parole due to good behavior, he committed a series of drug-related, theft, and malicious accusation offenses.

In an attempt to outrun the law, Yang shattered his electronic foot bracelet, which he was required to wear as a condition of his parole. He attempted to flee, but was arrested by the Hualien police in Sanchung. He will serve out his remaining one y ear and five months sentence in Hualien Prison. Hualien district Chief Prosecutor Huang Yi-chun said that the Ministry of Justice is currently studying ways to strengthen the electronic foot bracelet device.
