Needless to say, it stank. So did the act of willful splashing, which was carried out by Liu Yih-chang, the DPP Tainan city council whip. Liu explained later he did it to avenge himself on Hsieh Lung-chieh, a senior Kuomintang city councilor. Hsieh was Liu’s target, but two of Hsieh’s Kuomintang colleagues, Lee Chien-ping and Chiang Chang-yuan, were dirtied by the spraying excrement. Their vests were stained. It was a desecration of the city hall. Aghast, the city council speaker collected himself, and ordered the culprit out of the city hall. Huang Yu-wen, the speaker, called a recess, but the Kuomintang city councilors stormed out in protest. They vowed never to return. Under fire from his DPP fellow city councilors, Liu offered an open apology. “I had personal grudges against Hsieh,” he told a press conference. He did not elaborate. “I apologize,” Liu said and bowed deeply. Liu also promised not to “step into” the city hall for the rest of the current session to prevent any possible confrontation with the opposition. His friends said Liu felt insulted by Hsieh, who distributed custom-made playing cards last year, and he was portrayed on one of them. All DPP city councilors apologized to their Kuomintang counterparts and the public for Liu’s “unbecoming act.” They said Liu would be disciplined. They required him to stay away from the city council. The disciplinary committee of the city council, however, decided to forbid Liu’s presence for the entire current session. From the city hall, Hsieh and the other two sullied councilors proceeded to the courthouse, where they filed complaints against Liu’s “public insult” with a district prosecutor.
