FSC to unveil bad loan holders from three banks

The Cabinet-level Financial Supervisory Commission (FSC) is scheduled to publicize the list of those who have recorded over NT$1 million in non-performing loans with three financially-troubled banks on Monday at the earliest, Susan Chang, vice chairwoman of the FSC, said yesterday.

This will set a precedent for the government to unveil the name list of those who suffer bad bank loans, Chang said.

Chang made the remarks in response to an instruction from Premier Su Tseng-chang, who asked the FSC to release the list in accordance with the statute governing the establishment and management of the Restructuring Trust Corp. (RTC) although the Legislative Yuan has yet to ratify a set of revision to the Banking Act to legalize the publication of the bad-loan list.

The FSC’s second-in-command said that her commission is stepping up making relevant preparations for publicizing the name list of those who have suffered over NT$1 million in bad loans with The Chinese Bank, Enterprise Bank of Hualien, and Taitung Business Bank.

She said the FSC will unveil the names, identification codes, and the NPL amounts of those who are placed on the list on the website of the Central Deposit Insurance Corp.

Also yesterday, the legislative caucus of the opposition Kuomintang stressed that they didn’t boycott the screening of a draft revision to the Article 48 of the Banking Act calling for the publication of the list of bad-loan recorders.

Instead, they hoped to work out a well-rounded revision to the article, instead of recklessly allowing it to clear the legislative floor, so that the revised article won’t cause any undesirable financial storms.

Just three days ago, the FSC released relevant data to the Legislative Yuan, showing that there are 1,471 major delinquent debtors each owing over NT$100 million to domestic banks, totaling NT$172.3 billion, in Taiwan.

Changhwa Bank ranks first place with 54 major delinquent debtors, owing NT$21.1 billion in total to the bank, followed by Mega Bank with 44 major delinquent debtors totaling NT$17.3 billion in debt and Cathay United Bank with 28 major delinquent debtors totaling NT$11 billion in debt.
