During the administration of president Bill Clinton he served as deputy director of the White House National AIDS Policy Office, and over his career has developed extensive relationships with multinational groups including UNAIDS and the World Health Organization. Goosby will oversee PEPFAR, the President's Emergency Plan for AIDS Relief.
