What does Taiwan have against stop signs?

Kaohsiung -- There are no stop signs in Taiwan and we don’t understand why. At every intersection there is either nothing or there are traffic lights. For roads that do not have heavy traffic, stop signs make much more sense than stop lights.

Besides the obvious gas and time savings for drivers, there are no electricity costs and almost no maintenance costs for cities using stop signs. What do the Taiwan authorities have against stop signs? Is there a stop light lobby stopping stop signs?
